Residents are speaking out about a $35 million mix-use plan that would transform the old China One International Buffet on Ingersoll Avenue into apartments, townhomes and restaurants.
Developers Roers Investments of Minneapolis wants to turn the former restaurant into housing and retail. The plan includes four retail spaces for shops or dining facing Ingersoll, 150 to 170 apartment units and 30 town homes facing High Street on the backside.
