Des Moines, IOWA — A Minnesota developer wants to build a $35 million apartment complex and retail center at the site of the closed China One International Buffet on Ingersoll Avenue.

Advocates for Ingersoll Avenue who want to see the street studded with more shops and restaurants have applauded the project, while neighbors have raised concerns about increased traffic and obstructed views of the downtown skyline.
